On the 26th, June, 2009 FCS board of Russia approved the Strategy of Federal Customs Service till 2020 and discussed the questions how to realize Conception of optimization of structure and location of customs authorities (Central Board of Customs) situated in Moscow and Moscow region.

The Strategy of Federal Customs Service till 2020 is an officially-admitted system of long-term goals and priorities defining sustainable phased development of customs authorities of Russian Federation.

As the Federal customs service’s head Andrey Belyaniov emphasized «the Strategy of Federal Customs Service till 2020 is an organic element in the documents‘ system of strategic planning closely connected with the question of creating the Customs union». The Strategy’s regulations are in full compared with the Strategy of national safety of Russian Federation till 2020, with Conception of long-term socio-economic development of Russian Federation and with Basic directions of external economic policy of Russian Federation till 2020. The Strategy has been developed in accordance with the decision of FCS board of Russia dated on 29th, August, 2008.

FCS board mentioned that Conception of customs authorities’ development (the order of Government of Russia dated on 14.12.2005 № 2225-р) has formed the basis for guaranteeing the Government interests in Customs sphere, resistance to economic safety threats and creating propitious conditions for foreign trade in a long-term perspective. Actual conclusion of basic events foreseen by it up to the beginning of the next year creates the objective base for further long-term system development of customs service.

Strategic target is the development of Federal customs service up to the level that is enough for reliable provision with economical development of Russian Federation in the customs sphere, qualitative customs regulation in the interests of creating propitious conditions for attracting investments to Russian economy, full income receipt into the federal budget, needed protection of domestic producers, objects of intellectual property, maximal assistance in foreign trade, effective struggle with administrative breakings and crimes.

In the sphere of customs regulation it is necessary to do the sequent complex of events directed to develop the order and rules on observing which juridical and natural people will realize the right to transfer goods and transport vehicles through the boundary of Russian Federation on conditions meeting modern realites. Development of infrastructure is directly connected with the realization of Conception of customs clearance and customs control of goods in the places located closely to the national boundary of Russian Federation.

The first phase (2010-2012) is targeted to create institutional bases and technological conditions for system coming of Federal customs service to qualitative new level of development.The creation of custom-logistics infrastructure, optimization of customs authorities’ functions, steps on increasing  transit potential of Russia including simplifying customs procedures on execution of transit loads are being foreseen. Forming and further development of customs union within the Eurasian Economic Community is taken into account. The emphasis is being done on training and retraining of the staff, on developing the social sphere taking into account the transportation of customs clearance to the frontier subjects of Russian Federation. The particular attention will be paid on development of the network of transport-logistics terminals in the frontier subjects.

The second phase (2013-2020) supposes further raise of effectiveness of customs service’s activity in all directions. Development of institutional structure and custom-logistics infrastructure will be continued.

Strategy supposes close cooperation with federal bodies of executive power and organizations including such as Ministry of Transport of Russia, Ministry of Economical Development of Russia, Ministry of Finance of Russia, Ministry of Regional Development of Russia, Ministry of Agriculture of Russia, Department of Health and Social Development of Russia, Ministry of Telecommunications and Mass Transportation of Russia, Ministry of Industry and Trade of Russia, Ministry of Foreign Affairs of Russia, Ministry of Education and Science of Russia, Federal Service of Safety of Russia, Ministry of Home Affairs of Russia, Federal Agency of National Boundary Development of Russia, Federal Service of Bailiffs, Federal Service of Intellectual Property, Patents and Trademarks of Russia, Federal Agency of Governing the Federal Property of Russia, Federal Service of Financial Monitoring of Russia, Public Corporation «RZD» and others.
